Ming Liu, PhD, second grade professor, has been working at the School of Civil Engineering in Shenyang Jianzhu University, where he also obtained his master's and doctoral degrees after his graduation from Harbin University of Civil Engineering and Architecture in 1983. He has also completed his post-doctoral research as well as a visiting professor program at the Institute National des Sciences Appliquées (INSA) in France. Dr. Liu has been awarded as the State Council Special Allowance Experts; Excellent Expert of Liaoning Province, as well as the Top Ten Scientific and Technological Talent in Shenyang City. He has served as the project coordinator for projects funded by the “National Natural Science Foundation of China”, the National "Twelfth Five-Year Plan" Science and Technology Supporting Program, and the National "Thirteenth Five-Year Plan" Key Special Project. Additionally, he has also served as the expert reviewer for the national science and technology awards and the major research and development projects, as well as holding positions in more than 10 academic committees or expert roles in domestic and international associations including “Building Industrialization Branch of the China Association for Engineering Construction Standardization”; “the Committee of Masonry Structure”; “National Committee of Building Assessment and Strengthening”; “International Association for Life-Cycle Civil Engineering” and “International Association for Bridge and Structural Engineering”. Dr. Liu currently holds the positions of President of the “Shenyang Construction Engineering Quality and Safety Association”, Chairman of Shenyang Jian Da Engineering Testing and Consulting Co, Ltd., Director of the Liaoning Provincial Modern Construction Industry Professional Technology Innovation Center, as well as a doctoral supervisor at Shenyang Jianzhu University and Dalian University of Technology.
Over the years, Dr. Liu has been engaged in teaching and research in modern masonry structures, prefabricated building design theory, structural testing, assessment and reinforcement technology in civil engineering. He has also led over 30 national and provincial projects, including the National Science and Technology Support Program, the National Key Research and Development Program, as well as the National Natural Science Foundation, achieving a series of innovative research results. Dr. Liu had also applied the theory of extension to the assessment system of masonry residential buildings, established technical guidelines for external insulation sandwich wall buildings, concrete small block masonry structures, and reinforced block masonry structures, as well as standardized the design and construction of masonry structures. Through research and demonstration of industrialization technologies for prefabricated key components, Dr. Liu had also made noticeable achievements in standardized production, modular external dimensions, as well as standardized components, resulted in enhancing the living quality and construction quality of affordable housing. He had also proposed efficient reinforcement techniques and performance-based design methods such as large diameter and bundled reinforcement, and established reasonable and efficient reinforcement structures and corresponding design guidelines. Such advancements have addressed issues such as steel reinforcement being too dense, conflicts between beams and columns, and main reinforcement of beams, reduced the number of connections, and also saves labor and material costs. Dr. Liu has promoted the high-quality development of prefabricated buildings in Liaoning Province and even across the country by transforming such scientific and technological achievements. Dr. Liu has been awarded over 20 provincial scientific and technological progress awards. Among which have received one first prizes and seven second prizes at the provincial level for scientific and technological progress, as Dr. Liu being the coordinator. He had also published over 100 papers, with more than 20 indexed by SCI and EI, edited over 30 national, industry, and local standards, as well as authored over 20 monographs and textbooks, with over 10 patents granted.
